The Dart 16 class rules don't mention this kind of equipment, so I guess
it's ok. However I was wondering what class rules apply when multiple
classes are racing together?

Actually I would think that the rules, which are similar to the Dart 18, do=
not allow any extras on the boat when class racing. The saying in the Dart=
18 class was always "If it did not come with the boat - it's not allowed".=
When you are racing against other classes under SCHRS handicap (or PY), I =
would think that it would be OK.
